It can be difficult to determine if a politician is "lying" or "misspeaking." You need to check the letter after their last name. Joe Biden has a (D-DE) after his, so as far as the Associated Press is concerned, Joe Biden misspeaks. A Republican saying the same things might be called a liar, or at least accused of spreading misinformation. HOWEVER, Joe Biden also has a brain that is made out of porridge. He does misspeak a lot, and that's only when he recognizes the words coming out of his mouth.

Biden could have very well have ripped another public brain fart and confused months with years. OR, at the last minute, he realized how ridiculous it is to brag about a $500 yearly savings when people are struggling now. And like with his opposition to common-sense voter integrity reform, figures he can just keep lying.

It can go either way. What is clear? The pain of American families struggling with energy costs is the point of Biden's agenda. He can fix it now. Biden either choose not to, or is told he's not allowed to.
