I wonder how Bill DeBlasio, as President of the United States, would take the money out of the hands of the "wrong" people. And put it in his hands.

More importantly, do the other Democrat candidates agree with him? Who do they think are the wrong people? What are they going to do to take their money away?

Because remember, the way this works, what DeBlasio said is the floor. To pander to the socialists, SJWs, and other wackjobs who make up the Democrat bases, agreeing with DeBlasio is the bare minimum. To stand out from the other 217 candidates running, you need to go further.
